PEFA Steering Committee Approved Work Plans for 2024:The PEFA Steering Committee Meeting was held on December 13-14, 2023, at the International Monetary Fund (IMF) Headquarters in Washington D.C. with the participation of all PEFA partners. During the meeting the PEFA Secretariat reported on the achievements for the CY2023 and PEFA Phase 5. The work plan for 2024 was approved

Sixty Four PFM Tools - Key messages from the Global PFM Diagnostic Tools Conference & PFM Tools Expo: Read about the highlights and watch the video recording of the live-streamed Global PFM Diagnostic Tools Conference organized by the PEFA Secretariat on December 12, 2023. More than 170 participants attended in person and around 700 joined online. During the event, the recently developed Stocktaking of PFM Diagnostic Tools Report and interactive website displaying the tool were presented followed by an Expo of numerous Tools exhibition.

PFM Highlights: PEFA Flagship Training in Asia - November 2023, ADB HQ: The PEFA Flagship Training in Asia started with opening remarks by Bruce Gosper, Vice-President of Asian Development Bank (ADB), and Srinivas Gurazada, Head of PEFA Secretariat and other senior officials. One hundred participants attended this two-and-a-half-day Flagship Training organized by the PEFA Secretariat in partnership with the Asian Development Bank in Manila, Philippines.

Publication of the PEFA 2022 Cambodia Phnom Pen Subnational Assessment (English)

This first subnational Cambodia Phnom Penh PEFA 2022 assessment, endorsed with PEFA Check, was conducted by the Government of Cambodia, under the direction of the Steering Committee of Public Financial Management Reform (PFMR-SC), with coordination and implementation by the General Secretariat of Public Financial Management Reform Steering Committee (GSC) and technical support from the IMF.

Publication of the PEFA++ 2023 Burundi National Assessment with PEFA Climate and PEFA Gender (French)

Burundi

The 2023 national Burundi PEFA Assessment includes PEFA Climate and PEFA Gender. All three reports received the PEFA Check. The evaluation was carried out under the leadership of the Technical Committee, with practical and technical support from the Ministry of Finance, Budget and Planning. The exercise was financed by the Delegation of the European Union.

Publication of the PEFA+ 2023 Bolivia La Paz Subnational Assessment with PEFA Gender (Spanish)

Bolivia la Paz

The second subnational PEFA+ 2023 assessment of the Autonomous Municipal Government of La Paz (GAMLP) in Bolivia includes the addition of the PEFA Gender annex. The Supervision Committee was chaired by the Municipal Finance Secretariat of the GAMLP and composed of the GAMLP Director of Financing and Financial Analysis, the GAMLP Head of the Public Credit and Financing Monitoring Unit, the Bank Inter-American Development Bank (IDB), and OXFAM International.

This video outlines the requirements to receive a PEFA Check. The PEFA Check is granted by the PEFA Secretariat to all PEFA reports submitted for review and fulfilling the formal quality assurance requirements of all six criteria set out in the PEFA Check guidelines during the planning, implementation and reporting phases of the assessment. How Green Budgeting is Embedded in National Budget Processes

This European Commission Economy Discussion Paper demonstrates how green budgeting can help governments incorporate environmental considerations into the budget decision making process to meet their green commitments. Integrating such tools into the regular budget process is crucial to ensure that green budgeting can influence policy development and budget allocation. It shows that, considering the various stages of the budget cycle, such tools are commonly used during the preparation phase, which is essential for the inclusion of green considerations into the budget. However, green budgeting has so far been mostly used to provide transparency over government actions and less so to decide on budget allocations. As the process matures, countries aim to use green budgeting more strongly as a decision-making tool.

This IMF PFM Blog presents the highlights of the new book by Noel Hepworth, (former CEO of SIPFA) Public Financial Management and Internal Control: The Importance of Managerial Capability for Successful Reform in Developing and Transition Economies. The book argues that PFM/IC is not simply financial reform. It also requires managerial reform, a need which has not been widely recognized.  Establishing a managerial approach depends heavily upon the cultural tradition of a country.

This UN Women blog shares that gender-responsive budgeting is a strategy that creates budgets that work for everyone. By considering and analyzing the unique and diverse needs of every person, gender-responsive budgets strive for a fair distribution of resources. Current economic models and budgets can lead to fiscal policies and budgets that are biased. But when gender gaps are brought to the surface, governments can target available resources to address gender inequalities and support sustainable, inclusive development for all. It highlights examples from Austria, Colombia, Morocco, and Rwanda.
