Evaluation of the PEFA initiative Phase V

The PEFA Secretariat is seeking to engage a highly qualified firm to assess the performance of the PEFA initiative during phase V (running since 2017). The purpose of the proposed program evaluation is to assess the performance of the PEFA initiative, particularly in terms of the results achieved and challenges faced with respect to the program objectives as defined in the terms of reference that will be shared with the shortlisted firms. The evaluation should review progress on recommendations made in all previous evaluations and provide detailed recommendations for the next five years for the PEFA initiative proposing how to further improve its impact, results, and functioning, taking into account the 2016 Framework upgrade; enhanced and new PEFA products; and the strategic directions set by the PEFA Steering Committee for the next program phase.

What are the proposal submission timelines?

• Expected Deadline (tbc) to submit Proposals: January 25, 2022 at 23:59 EST.
It is anticipated that the implementation timeline for evaluation will be from February to June 2022.
