The PEFA Secretariat was represented by Jens Kristensen at the 2019 International Symposium on Performance-based Budget Management in Beijing, China on September 19-20, 2019. The well-attended symposium included presentations and panels with participation by high-level Chinese officials from a wide range of institutions at national and local levels of government as well as academia and international experts and speakers, including the PEFA Secretariat.

 

China has embarked on an extensive implementation of performance based budgeting at national and provincial level and has generated a wealth of design and implementation experience. The Chinese interventions centered on the urgency to address structural and institutional challenges such as balancing the budget, efficient service delivery, ensuring growth in a changing environment, ensuring transparency and accountability and ensuring sustainable financing levels. Interventions provided an honest assessment of implementation challenges in performance based budgeting and called for efforts to improving the impact of these reforms.
