From the Desk of the Head of PEFA Secretariat:  In this video, the Head of PEFA secretariat, Srinivas Gurazada, shares the latest news from PEFA: The successful PEFA training and Climate and Gender Clinics in Paris, supported by the the Agence Française de Développement (AFD, the recently published PEFA reports, most of them with Gender Responsive PFM Assessments, the publication on Budget Credibility Article. 

PEFA Global Training and Clinics in Paris, October 3-7, 2022: These PEFA Global Training sessions and Clinics were organized by the Agence Française de Développement (AFD) and led by the PEFA Secretariat. They were attended by 148 participants. The sessions were led by Srinivas Gurazada, Helene Magnier, Holy Tiana Rame, Helena Ramos and Antonio Blasco in French and English.

Expertise France Delegation visits the PEFA Secretariat: PEFA Secretariat welcomed the CEO of Expertise France, Jeremie Pellet, accompanied by Martin Fortes, in the margins of the Annual Meetings of the World Bank and the International Monetary Fund.

 

Government Budget Credibility and the Impact of COVID-19: This article  by PEFA’s SDG Team and the World Bank’s Data Department Team was published on the World Bank/ World Development Indicators/Stories Site. It discusses PEFA’s involvement in  the SDG Initiative, what PEFA indicator 16.6.1  tell us about budget execution over the period 2010 – 2021, and how the COVID-19 pandemic affected budget execution globally.

PEFA mission to Brussels, Belgium: Erica GERRETSEN, Director General of International Partnerships, European Commission, launched the PEFA Secretariat’s first in-person post pandemic sessions for the Commission’s Delegations from many countries.

Publication of four Ukraine PEFA Sub-National and Gender Assessments

Four Sub-National Government (SNG) Assessments for Ukraine using the new PEFA 2021 SNG Guidance have been published on the PEFA Website in English and Ukrainian.
The assessments were funded by the Swiss State Secretariat of Economic Affairs (SECO) under the ElocFin Project.

Publication of the PEFA 2022 Moldova Assessment with Gender Responsive PFM Assessment

The fifth PEFA National Assessment for Moldova, was led by The World Bank in cooperation with the government and financed by the European Union. The assessment shows significant improvements in several indicators: public access to key fiscal information; orderliness and participation in the annual budget process; effectiveness in collection of tax payments; predictability in the availability of funds for commitment of expenditures; effectiveness of payroll controls; and quality and timeliness of in-year budget reports. Modova;s overall rating shows a 86% high level performance (scores of A, B+ and B).The report includes an annex on gender responsive PFM which was prepared by UN Women and financially supported by Sweden.

Publication of the PEFA 2022 Kosovo Assessment with Gender Responsive PFM Assessment

The fourth PEFA National Assessment  and Gender Annex were financed by the European Union as part of the EU project “Technical Assistance to Support the Implementation of Public Financial Management Reforms in Kosovo.” The report shows improvements in several indicators including: coverage of tax revenues, tax compliance, internal control and payroll controls, expanded coverage of internal audit, and efficient use of resources for service delivery. There are also improvements in the access to procurement information through the government’s e-procurement portal and the general use of competitive procurement methods.

Publication of the PEFA 2022 Sierra Leone Assessment with Gender Responsive PFM Assessment

The fifth PEFA National Assessment for Sierra Leone, led by the Government and financially supported by the European Union, was the second using the PEFA 2016 Methodology. Overall, the assessment shows a marginal improvement in PFM performance since 2017. A Gender Responsive PFM Assessment was also performed, included in an Annex and is one of the first in English speaking Africa.

The findings of this assessment will feed into the government’s revised PFM reform strategy.

Publication of the PEFA 2022 Tajikistan Assessment

The 2022 PEFA report Tajikistan has been published on PEFA Website in English and Russian. The assessment was carried out by the government with the support of SECO.

The report shows improvements in several areas including: revenue outturns, public access to fiscal information, public investment management, macroeconomic and fiscal forecasting, fiscal strategy, a medium term perspective in expenditure budgeting, revenue administration, internal controls for non-salary expenditure, and internal audit.

Development of  Public Procurement: Key initiatives and Future Outlook

This World Bank report covers the two key dimensions of the Bank’s work in public procurement: (i) support for reforms in public procurement systems and practices within countries; and (ii) fiduciary and compliance activities related to procurement in Bank-financed operations. The development aims that are bolstered by these efforts include de-risking a country’s procurement environment for investors and strengthening the efficiency and effectiveness of a country’s expenditure using its own resources.

A New State of Mind : Greater Transparency and Accountability in the Middle East and North Africa

This World Bank report, published in October 2022, was prompted by the observation that a deficit in governance, especially in transparency and accountability, is at the root of that low-productivity equilibrium. This governance deficit feeds the continuing and pervasive fragility in the region.

The contributions to this report employ a governance perspective both to analyze cross-sectoral issues and to examine sectoral ones, highlighting the importance of improved transparency and heightened accountability, leading to better governance.

World Bank Support for Public Financial and Debt Management in IDA-Eligible Countries

This 2021 WB evaluation paper provides an assessment to the support of IDA eligible countries for public finance and debt management. The COVID-19 pandemic elevated the importance of sound PFM as policy makers faced rising demands for public spending in the face of reduced revenues.

For this evaluation paper, public finance management is an umbrella concept that captures the processes and institutions used to implement fiscal policy while providing critical information to inform policy making. The key elements of public finance management are (i) revenue administration, (ii) PFM and (iii) public debt management (PDM).
