A PEFA Flagship Training jointly organized by Agence Française de Développement (AFD), the Directorate General of Public Finances (DGFiP) and Expertise France, and led by the PEFA Secretariat, took place in Paris from April 8 to 11, 2025. Over thirty participants attended this seminar which was conducted entirely in French. The keynote address was given by Madame Amélie Verdier, Director General of the DGFiP, who emphasized the importance of PEFA’s work in promoting best practices in public finance management (PFM) in the French-speaking world. In his welcome video, Srinivas Gurazada, Head of PEFA Secretariat, thanked France for the important role it has played in the establishment and continuity of PEFA, welcoming the global drive to reform PFM, and recalling the importance of quality of evaluators in this context.

 

Held over four days, the course was attended by 32 participants from French institutions: the Ministry of Finance, the Court of Accounts, and the French cooperation networks involved in carrying out PEFA assessments in French-speaking countries. After an introduction by our partners from AFD, PEFA Secretariat members Jean-Philippe Vion and Joseph Dalibon, PEFA Secretariat consultant Jean-Marc Philip, and PEFA Secretariat member Néné Mané presented a detailed overview of the wide range of PEFA products and processes available to date, including the PEFA 2016 Main Framework and the Gender and Climate Supplementary Frameworks, punctuating their presentation with practical exercises and interactive discussions.

The aim of this seminar was to promote the training of new French-speaking PEFA evaluators. The course addressed the following questions: how to understand and apply the recommendations of the PEFA Steering Committee, how to strengthen the technical skills of future evaluators, and how to improve the quality of PEFA reports written in French.

The importance of the French-speaking world in driving PFM reforms had already been noted at the previous French-language training session held in Abidjan in October 2024.

Many French-speaking countries have conducted PEFA assessments over the past few years, including MoroccoCameroonIvory Coast, and more. The PEFA Secretariat welcomes the dynamism of the French-speaking world in terms of PFM reforms and stresses the importance of training more evaluators to meet the demand in these countries.

This seminar was a useful addition to the wide range of francophone PEFA products and resources already available on the PEFA website, which includes French versions of our flagship framework and guidance manuals, as well as a newly introduced online self-paced training session open to all French-speaking PFM practitioners.
