The Asia-Pacific PEFA Practitioners Forum was held at the Asian Development Bank in Manila, Philippines on February 28, 2017. The Forum was hosted by the Asian Development Bank (ADB) and co-sponsored by the World Bank. Over 150 representatives of national and sub-national governments, development partners and other PEFA practitioners attended the Forum.

The Forum was held to coincide with the one-year anniversary of the launch of PEFA 2016. The forum provided participants the opportunity to learn about the upgraded framework and its application in the Asia Pacific region since its launch, as well as to explore and discuss experiences and achievements of the PEFA program and its influence on public financial management reform in the region.    

Opening statements were made by representatives of the Government of the Philippines, the Asian Development Bank and the World Band. Lewis Hawke, the Head of the PEFA Secretariat provided an overview of the history of the PEFA, its extensive application and the features of, and reason for, the upgraded framework. The Forum focused over three sessions on the experiences and lessons learned under the following themes:

  • The application of the upgraded PEFA framework in Asia and the Pacific including the main technical and methodological challenges of the upgraded framework;
  • How to effectively plan and manage PEFA assessments; and
  • How PEFA assessments can be used to strengthen and monitor improvements in PFM performance.

The forum sessions included speakers from the Philippines, Papua New Guinea, Nepal, Vietnam, Cambodia and Indonesia, as well as representatives from the Asian Development Bank, World Bank, Delegation of the European Union for the Pacific, and PEFA Secretariat.

The practitioner forum was followed by a day and a half training on the PEFA 2016 framework.
