PEFA CRPFM FRAMEWORK (PEFA CLIMATE)

 

 

The PEFA Framework for assessing climate-responsive PFM — PEFA CRPFM or PEFA Climate — is a set of fourteen supplementary indicators that builds on the PEFA Framework to collect information on the extent to which a country’s PFM system is ready to support and foster the implementation of government climate change policies, i.e. is it ready to be “climate responsive”. PEFA Climate recognizes that countries are gradually incorporating climate change considerations into their PFM systems. Some countries may prioritize certain entry points and tools that align with their PFM strategy.

The Framework is designed to be applied at the national level with intention to adapt for subnational governments (SNG).

PEFA Climate could be an independent evaluation or to be applied together with the PEFA Framework at national level (PEFA+) or also with PEFA Gender (PEFA++).

PEFA Climate in Languages

 

PEFA Climate Framework provides information on the definition and objectives of the climate assessment and presents detailed measurement guidance for a set of key indicators to assess a country’s performance in applying climate considerations to its PFM. 

The identification and specification of climate policies is captured through an inception questionnaire establishing the ‘country climate change profile’. 

Some countries may prioritize certain entry points and tools that align with their PFM strategy.

PEFA Climate Brochure

 

The PEFA Climate brochure: What you need to know provides a summary of the key characteristics of the Public Expenditure and Financial Accountability (PEFA) climate-responsive public financial management (CRPFM) supplementary framework PEFA Climate. It highlights relevant climate responsive PFM practices in line with key stages of the budget cycle and the approach to the assessment. 

The framework has fourteen indicators distributed across the budget cycle and summarized in the brochure.

PEFA CLIMATE ASSESSMENTS

The PEFA Climate assessment is intended to be conducted on a voluntary basis concurrently with a PEFA assessment and presented in an annex to the PEFA report or as a separate report. While the PEFA Climate assessment can also be carried out as a stand-alone activity, it is preferable if this is done concurrently with a PEFA assessment to capitalize on data already collected during the PEFA assessment process.

The formal launch of PEFA Climate took place April 2024 after piloting for the period 2020-2023.

The PEFA Secretariat appreciates the commitment of the governments that participated in the piloting phase and contributed with the completion of reports in  the following countries:

The PEFA Climate Framework contains detailed explanation on the scoring of the 14 Indicators. Case studies from the pilot projects and from experiences from around the world are used to present real examples and to explain the approach used for the scoring of the indicators. 

The case studies cover the following areas: budget tagging, tracking climate expenditure, implementation of the climate responsive budget circular, scrutiny of climate-related budget documentation and audit reports, climate-related budget documentation and audit reports, performance audit, public investment management, etc.

What are PEFA Climate Stories

PEFA Climate Stories are country experiences and lessons learned from PEFA Climate implementation. PEFA Assessments are a great source of knowledge on how Climate and  Public financial management work together. In addition to the pilots implemented during the development of PEFA Climate, countries that have finalized PEFA Climate assessments share their knowledge on the whole process of evaluation, stakeholders involvement, usage of the results from the assessment in the future PFM and Climate strategies. Some assessments are independent evaluations, others share their knowledge in applying PEFA Climate together with the PEFA National Assessment and PEFA Gender.

Kazakhstan

Kazakhstan Strengthens PFM through the 2025 PEFA Assessments

Kazakhstan has completed and published the 2025 Public Expenditure and Financial Accountability (PEFA) assessments, covering both the Central Government PEFA and a Climate-Responsive PEFA. Together, the assessments provide an independent and internationally recognized diagnostic of how Kazakhstan’s PFM systems function, how they have evolved since the previous assessment in 2018. A PEFA Climate assessment was conducted for the first time in the country.

Philippines story

Philippines delivers landmark PEFA++

To benchmark progress and align their roadmap with international practices, the Philippines undertook a third PEFA assessment (following the 2010 and 2015 assessments). Carried out between May 2024 and March 2025, the PEFA assessment was enriched by the supplementary frameworks on Gender and Climate (collectively the 2025 PEFA++) and expanded with two additional tools: the World Bank’s Disaster Resilient and Responsive PFM Toolkit (DRR-PFM), and the newly developed UNICEF Child-Responsive PFM (ChPFM).

Mexico Chihuahua

Chihuahua Municipality in Mexico: Recognized with a National Award for Good Governance Based on PEFA Climate

The Municipality of Chihuahua undertook the first PEFA subnational assessment conducted outside of Mexico City together with the first PEFA Municipal Climate assessment conducted in Latin America.

Six months after publishing the assessments, the Municipality of Chihuahua was recognized by the National Confederation of Mexico Municipalities with the national award for good governance in the category of cities with international projection.

Virtual Launch of the PEFA Climate Assessment in Indonesia

The PEFA Climate assessment in Indonesia was conducted in partnership between the Government of Indonesia and its development partners – the World Bank, Canada, Switzerland and the European Union. It will support this reform agenda, by identifying the strengths and weaknesses of the climate responsiveness of the PFM system.

Samoa Pilot testing

Samoa is the first country to test-pilot the PEFA Climate module to assess whether its PFM system is responsive to climate change and able to support its mitigation and adaptation activities.

How to Notes

 

How to Make the Management of Public Finances Climate-Sensitive–“Green PFM”: This How to Note develops the “green public financial management (PFM)” framework, briefly outlined in an earlier Staff Climate Note (2021/002, published in August 2021). It illustrates, how climate change and environmental concerns can be mainstreamed into government’s institutional arrangements in place to facilitate the implementation of fiscal policies. 

Green Budgeting

To support European governments in their development of green budgeting practices, the European Commission, the International Monetary Fund and the Organization for Economic Co-operation and Development worked jointly to define main elements and features of these practices, on the basis of existing green budgeting frameworks, presented in the paper Green Budgeting: Towards Common Principles.[CM1] 

M3 Climate Change

The Guidance Note: Budgeting for Climate Change: A Guidance Note for Governments to Integrate Climate Change into Budgeting illustrates how climate change and environmental concerns can be mainstreamed into government’s institutional arrangements in place to facilitate the implementation of fiscal policies. It provides numerous country examples covering possible entry points for green PFM – phases in the budget cycle, legal framework or issues that cut across the budget cycle, such as fiscal transparency or coordination with State Owned Enterprises or with subnational governments. It builds on the work of UNDP as a technical partner in the Coalition of Finance Ministers for Climate Action.

Strengthening the role of Ministries

The guide Strengthening the Role of Ministries of Finance in Driving Climate Action covers the case for climate leadership by Ministries of Finance, a framework for mainstreaming climate into their core functions and capabilities, and priorities for action. It is aimed primarily at Ministries of Finance but is designed to be useful to anyone seeking to better understand the role of these ministries in driving climate action.

 

OECD Bio Markers

The OECD Development Assistance Committee (DAC) established the Rio Markers to track aid that supports the implementation of Rio Conventions on biodiversity, desertification, and climate change. There are four markers: biodiversity, desertification, climate change mitigation, climate change adaptation. The Handbook OECD DAC Rio Markers for Climate explains how to classify activities and provides specific criteria for eligibility. It also includes an indicative table for guidance on Rio marking by sector/subsector and examples of qualifying activities.

Green Budget Tagging

Green budget tagging can be a useful tool in an overall approach to green budgeting. The introductory guidance Green Budget Tagging - Introductory Guidance & Principles was developed by the OECD under the Paris Collaborative on Green Budgeting in collaboration with institutional partners working under Helsinki Principle 4 of the Coalition of Finance Ministers for Climate Action (Inter-American Development Bank (IADB), IMF, UNDP, World Bank) and draws lessons from existing country practices. It  aims to provide high-level guidance in relation to designing, implementing and improving green budget tagging. 

M7 Knowing what you spend

 

This guidance note Knowing what you spend is intended for government agencies responsible for climate finance within Ministries of Finance, Ministries of Planning, or climate change policy making bodies (e.g., Climate Change Commissions, Ministry of Climate Change, Ministry of Environment and Forests etc.) that wish to set up a Climate Budget Tagging (CBT) system or strengthen an existing one.

A review of international experience

 

The purpose of the report Climate Change Budget Tagging: A Review of International Experience is to provide development practitioners and government officials with an understanding of the context and key design features of climate budget tagging initiatives. It is based on a review of 18 climate budgeting tagging methodologies as well as key informant interviews with practitioners during 2020.

C-PIMA

 

The “Climate-PIMA” (C-PIMA) adds a climate-responsive dimension into the PIMA framework and assesses countries’ capacity to manage climate-related infrastructure. The C-PIMA helps governments identify potential improvements in public investment institutions and processes to build low-carbon and climate resilient infrastructure.

 

Sustainable Public procurement

 

The Sustainable Public Procurement (SPP) module of the Methodology for Assessing Procurement Systems (MAPS) is intended to provide a harmonized tool for use in the assessment of SPP. SPP is a strategic approach that promotes the integration of the three pillars of sustainable development - economic development, social development and environmental protection.

The report Green Public Procurement – An Overview of Green Reforms in Country Procurement Systems provides an overview of international experience in the implementation of Green Public Procurement (GPP). It focuses on the institutional framework that is needed to support the mainstreaming of GPP practices across government.

 

A samplic of success in green public procurement

Green Public Procurement (GPP) Framework in Japan is a Basic Environment Act to promote use of goods and services that help reduce environmental impacts; It is an “Action Plan for Greening of Government Operations” that included GPP commitments and reporting requirements; and “Act on Green Purchasing” to promote green purchasing that required the government to establish a basic policy and list of designated goods. It supports availability of information about Eco labeled products.

GPP in Korea

 

Monitoring Green Public Procurement (GPP) in Korea: Institutional Arrangements: [CM1] This study covers the online e-procurement systems in the Republic of Korea. It takes a close look at Korea’s state-of-the-art Green Public Procurement policy impact measurement methodology, with an overview of other successful international experiences. It makes recommendations on possible innovations to public procurement policy and measuring its impact.

Integrating Climate action

 

Integrating Climate Action into Public Financial Management: Lessons from Paraguay and Costa Rica: The integration of climate action into public financial management is a complex task that must be approached in an orderly manner, maintaining a medium-term perspective. The paper shows how to structure a strong plan, using as a basis the incremental improvements proposed by the PEFA-Climate methodology and international best practices in the field.

 

Green Budgeting in OECD countries

 

Green Budgeting in OECD Countries 2024: This report provides an overview of green budgeting practices across OECD countries based on the 2022 OECD Green Budgeting Survey, as well as the index methodology for the Survey. It takes stock of OECD countries’ progress in bringing climate and environmental considerations into budgeting frameworks and processes.
