Dissemination and Training on the Strengthened Approach to Supporting PFM Reforms, including the PFM Performance Measurement Framework The Strengthened Approach aims to promote country leadership of public financial management (PFM) reforms, with greater alignment and harmonization by the donors behind a country’s reform agenda as well as monitoring of progress over time through the PFM Performance Measurement Framework. This Approach is now being taken forward, following wide consultations with PFM experts and donors (including representatives of the OECD Development Assistance Committee Joint Venture on PFM) and testing of the Framework. To support dissemination and training on the Strengthened Approach and the PFM Performance Measurement Framework, the PEFA Secretariat has developed some material that can be used by agencies and organizations wishing to inform and train their staff or other audience.
Material for the dissemination and training has been structured in the form of modules, which may be combined to organize events of different length, depending on the audience and objective of the event. These modules provide the core material to support the organization of such an event; they however need to be tailored for the specific events in which they will be used. Modules with different numbering can be combined. Modules with the same numbering, but differentiated with an alphabetical letter (e.g. module 1a and module 1b) are alternatives. The modules include presentations or case studies. For each module, the objective, the suggested time and some comments/suggestions are provided. Powerpoint presentations of the modules are available in English and French. In addition, for the case studies (modules 5, 6 and 7), instructions for the facilitation of the working groups and the reporting in the plenary are included in the material. Programs for three model events are presented. They may be utilized depending on the intended objectives and audience. Background documents, country examples and reference to other useful material are included to help the event organizers and facilitators to customize the event to the specific objectives and enrich the discussions among participants.

Time: It is expected that 20 minutes will be required for the presentation. An additional 25 minutes are suggested for questions and discussion.
Comments: The long presentation on the Strengthened Approach (Module 1b) can be used to provide speaking notes for this presentation.
The time for questions and discussions can be extended depending on the audience and objectives of the presentation.
