Integration of Recurrent and Capital Budgets: This paper is the first which has been developed to provide guidance and lesson on specific issues of concern in implementing PFM reforms. This paper draws from the experience of the few developing countries that have made progress in integrating recurrent and capital and offers practical guidance for countries and other stakeholders.
