The Agence Française de Développement (AFD) is promoting the use of the PEFA framework at the subnational level as a key element of PFM reforms in local governments. As a result, AFD recently organized a four-day workshop in Marseilles for officials from local governments of MENA (Middle East North Africa) and SSA (subsaharian) francophone countries as well as for French PFM experts working in international development.

The workshop was conducted by Jean-Michel Champomier (PEFA Secretariat) with Jean-François Almanza (Subsaharian Africa Department of AFD) and Nicolas Lopke (specialist in PFM evaluation).

One of the highlights of the workshop was the integration of a new case study called “City of Metropolis” into the PEFA training.  The case study was prepared by AFD with the support of the PEFA secretariat.  Elements of the case study are based on actual observations in francophone municipalities. The case study proved to be an excellent source of motivation and a basis for in-depth discussions amongst participants.

All participants expressed their satisfaction with the PEFA training, in particular the representatives of local governments already involved in a PEFA reform process.
