There is no doubt that PEFA assessments – like any other analysis of PFM systems – may influence donor decisions on magnitude and modalities for provision of aid. But, this is only one of several potential uses of the performance reports.
There is no evidence so far, however, that ratings have been used directly and mechanically as a condition or trigger for provision of budget support. Neither the ratings level of a baseline assessment nor a specific ratings improvement over time has so far been used as a condition. But it is recognized that various aid agencies (e.g. World Bank, EC, France, UK) make use of the performance reports when they make aid allocations whether globally or in relation to budget support. But other factors are also incorporated in such considerations, and aid agencies use the PEFA assessments and their ratings in different ways.
