How does The Public Expenditure and Financial Accountability (PEFA) relate to other PFM diagnostic tools?
We invite you to refer to the Stocktaking of Public Financial Management (PFM) Diagnostic Studies Vol l (pdf 1.88 MB), Vol ll (pdf 1.07 MB) published at the occasion of the High Level Forum on Development Effectiveness - HLF4 – Busan Forum in December 2011 and commissioned by the Task force on Public Financial Management under the auspices of the Working Party on Aid Effectiveness The study follows up on a comprehensive (PFM) diagnostic mapping exercise conducted by the PEFA Secretariat in 2004, before the introduction of the PEFA Framework. It takes stock of and compares a number of diagnostic instruments used internationally to judge the strength of country systems and inform country decisions on reform priorities as well as operational donor decisions on use of country systems.
Another note produced in August 2007 provides information to the non-PEFA partners about the value added by the PFM Performance Measurement Framework. The note presents a common view for governments on how the PEFA Framework and its application relate to other PFM indicator sets primarily focusing on tools fully or partially sponsored by the PEFA partners and used throughout the World.
