Public Expenditure and Financial Accountability (PEFA) is a partnership program.  The partners currently are:

• the European Commission (represented by EuropeAid),
• the French Ministry of Foreign and European Affairs
• the International Monetary Fund (represented by the Fiscal Affairs Department)
• the Norwegian Ministry of Foreign Affairs, 
• the Swiss State Secretariat for Economic Affairs,
•  the UK's Department for International Development,
• the World Bank
